RESOLUTION
PROVISION OF ASSISTANCE FOR ENTERPRISES, COOPERATIVES, HOUSEHOLD BUSINESSES AMID COVID-19 PANDEMIC
THE GOVERNMENT

Pursuant to the Law on Government Organization dated June 19, 2015; the Law dated November 22, 2019 on Amendments to the Law on Government Organization and the Law on Local Government Organization;

Pursuant to the National Assembly’s Resolution No. 30/2021/QH15 dated July 28, 2021 on the first meeting session of the 15th National Assembly;

Pursuant to resolution No. 268/NQ-UBTVQH15 dated August 5, 2021 of Standing committee of the National Assembly on permission for the Government to promulgate Resolutions with some contradictory contents to laws to serve Covid-19 prevention and control;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 on working regulations of the Government;
At the request of the Minister of Planning and Investment and assenting opinions of the Government’s members,

DECIDES:

The sector of enterprises, cooperatives and household businesses has always played a very important role in the country’s socio-economic development; has made many positive contributions to economic growth, state budget revenue, export turnover, job creation, income improvement, poverty alleviation, social stability; is an important link in the production network, value chain and is one of the key forces in creating wealth and social material. While Covid-19 pandemic epidemic is negatively impacting production and business activities, enterprises, cooperatives and business households still promote solidarity, self-reliance, self-reliance and determination to adapt to difficult circumstances to maintain production, business operation and employment while assuming responsibility and assisting the authorities in epidemic prevention and control, assisting the people, communities, organization in transport and charitable activities.

The Government recognizes the cooperation, solidarity, participation, responsibility and contributions of enterprises, cooperatives, household businesses to the Communist Party, the State, the people in regard to epidemic prevention and control and socio-economic development.

Since the outbreak of Covid-19 in the early 2020, The Communist Party, the National Assembly, the Government, the Prime Minister have introduced various mechanisms, policies and solutions to assist the people, enterprises, cooperatives and household businesses. However in recent months, Covid-19 developments are is very complicated due to a new strain of the virus that has a very fast spreading speed and high virulence. Enterprises, cooperatives, household businesses have already been seriously affected and are facing a lot of difficulties; reserve resources are dwindling while domestic and international markets decline sharply and show no signs of recovery or are recovering very slowly; the resilience of enterprises, cooperatives and household businesses continue to decline.

Leaders of the Communist Party and the State understands the difficulties and challenges enterprises, cooperatives and household businesses are facing.

In order to resolve the difficulties caused by negative impacts of Covid-19, assist enterprises, cooperatives and household businesses in stabilizing business operation and boost development in the near future, the Government hereby requests that Ministries, ministerial agencies, governmental agencies, the People’s Committees of provinces and centrally affiliated cities (hereinafter referred to as “provinces”) to drastically and effectively implement the following contents:

I. VIEWPOINTS

1. Promote self-reliance and independence; mobilize the strength of the great national unity, participation of the whole political system, enterprises, cooperatives, household businesses and the people; expand international cooperation, accelerate vaccine diplomacy to obtain vaccines and medicines as soon as possible; promote high determination, great efforts, drastic actions for the highest goal which is protecting people’s lives and health, supporting and facilitating production and business operations of enterprises, cooperatives and household businesses while ensuring safety and prevention against Covid-19; Do not allow socio-economic crisis to occur; have a specific roadmap and plans for enterprises, cooperatives and household businesses to resume operations, and soon bring the country to a new normal state. Focus on scientific research, practice analysis and study from international experiences to develop appropriate and effective solutions, step by step safely adapt to the epidemic.

2. Persist in fighting the “war” against Covid-19; ensure harmony, reasonability and effectiveness of epidemic prevention and control and business operation; implement the mottos “Production serves Covid-19 control, Covid-19 control serves production”, “Harmonized benefits – shared risks”, “Safety before production”; focus on efficiency instead of formality, “talk the talk, walk the walk”; the people, enterprises, cooperatives and household businesses are the center of service and participants in epidemic prevention and control.

3. Continue to accompany the enterprises, cooperatives and household businesses on the principle that every difficulty will be resolved by the authorities of the same level; emphasize personal responsibility, strictly handle violations, causing difficulties for production and business, causing congestion in goods circulation; report ultra vires cases to superior bodies for taking actions; for consideration and handling; focus on removal of bottlenecks as soon as possible and as effective as possible in order to minimize damage and negative impacts on enterprises, cooperatives, household businesses and the people.

4. Promote initiative and creativity in applying business models that are effective and safe against Covid-19. Strengthen cooperate between Ministries, central authorities, provincial authorities; ensure efficiency and practicality in resolving difficulties of enterprises, cooperatives and household businesses.

5. Expand and strictly protect disease-free areas in order to promote production and business; control the epidemic and stabilize production and business in key economic regions, economic zones, hi-tech zones, industrial zones, industrial complexes, areas of production, sale, processing of agriculture, aquaculture products; do not allow the supply chain and labor chain to break.

II. TARGETS

1. Focus on restoration and development of operation of enterprises, cooperatives and household businesses in association with safety and prevention against Covid-19.

2. Promptly resolve the difficulties and bottlenecks that obstruct production and business operation; minimize the number of enterprises, cooperatives and household businesses that have to be suspended, dissolved or go bankrupt because of Covid-19.

3. Targets to be achieved by 2021:
– The accumulated number of enterprises, cooperatives and household businesses that receive credit benefits to assist in Covid-19 response is 01 million.
– Most enterprises, cooperatives and household businesses that are suspended resume their operation.
– Fully and promptly implement policies on tax deferral; exemption, reduction of taxes, fees, land rents; reduce electricity, water, telecommunications prices; provide assistance for workers and employers, employee training, etc. for enterprises, cooperatives and household businesses affected by Covid-19.

III. OBJECTIVES AND SOLUTIONS

On the basis of the aforementioned viewpoints, targets and reality, the Government hereby resolves the following primary objectives and solutions:

1. Drastic and effective implementation of measures for Covid-19 prevention and control while enabling enterprises, cooperatives and household businesses to recover, maintain and develop business operation in association with safety and prevention against Covid-19

a) The Ministry of Health shall take charge and cooperate with other Ministries, central authorities, provincial governments and units in performing the following tasks:

– Continue reasonable and effective distribution of Covid-19 vaccines under the Government’s Resolution; expand the priority groups for vaccination, including employees of enterprises, cooperatives and household businesses in key economic regions, economic zones, hi-tech zones, industrial zones, industrial complexes, agriculture and aquaculture production and processing areas, enterprises in the supply chains with orders for production, export, import, labor-intensive enterprises; enterprises, cooperatives and household businesses in the field of transport, seaports; people working in national and provincial key constructions; workers in high-risk fields. Keep expanding priority groups for vaccination to satisfy requirements for business operations in other necessary fields.

– Review, amend regulations on health insurance towards permitting health insurance to cover the costs of charged remote medical examination and treatment; submit reports to the Government and Standing committee of the National Assembly following simplified procedures within September 2021.

– In September 2021, promulgate documents instructing enterprises, cooperatives and household businesses to buy test kits, perform self-testing and self-recognition of test results.

– Study mechanism, instruct, enable, encourage enterprises to import vaccines; the State shall carry out quality inspection, licensing, preservation and organization of free vaccination for the people; purchase medical equipment for Covid-19 prevention and control, Covid-19 medicines; manufacture domestic Covid-19 vaccines and medications.

– In consideration of Covid-19 situation and local vaccination coverage, instruct provincial governments to implement Directive 16 under specific roadmaps and plans in order to allow enterprises and cooperatives to resume their operation.

– Provide specific instructions for provincial governments on testing and conditions for employees who work at enterprises, cooperatives and household businesses in order for them to commute and participate in business operation.

b) The Ministry of Information and Communications shall:

– Cooperate with the Ministry of Health, the Ministry of Public Security, other Ministries, central authorities, provincial governments and relevant agencies in disseminating, providing training and deploying the remote medical examination and treatment platform to 100% of the district-level and commune-level areas; issue electronic handbook for Covid-19 response; development an information portal about Covid-19 regulatory documents in September 2021, contribute to facilitation of Covid-19 prevention and control by enterprises, cooperatives and household businesses.

– Preside over the development of an integrated digital platform; provide instructions for uniform implementation by central and provincial authorities serving Covid-19 prevention and control, including vaccination, testing, health declaration, grant of green lines, green cards, etc. in order to ensure centralized, official and fast information, convenience and safety for enterprises, cooperatives and household businesses and the people. This must be completed in September 2021.

– Instruct press agencies, radio and television stations to spread information about Covid-19 situation, policies and regulations of the Communist Party and the State, instructions of the authorities on Covid-19 prevention and control; strengthen belief of enterprises, cooperatives and household businesses in stabilization of business operation; propagate effective business models and good methods in association with protection from Covid-19.

– Intensify communication about the effect and benefits of vaccination; assist enterprises, cooperatives and household businesses to access information technology infrastructure serving online and remote work; impose severe penalties for publishing of inaccurate, unverified or false information causing confusion in society.

c) The Ministry of Science and Technology shall cooperate with the Ministry of Health, relevant Ministries, central authorities, agencies and enterprises in developing a mechanism for promoting research, technology transfer, manufacture of Covid-19 vaccines and medications in Vietnam.

d) Provincial governments shall enable enterprises, cooperatives and household businesses to both prevent and control Covid-19, both maintain stable, safe and effective business operation; mobilize social resources to support practically and effectively, contribute to assurance of social security and life of workers.

2. Assurance of stable production, effective and safe circulation of goods, elimination of supply chain disruption

a) The Ministry of Transport shall:

– Instruct provincial governments to uniformly implement regulations on green lines of road and waterway transport on a nationwide, inter-provincial, inter-regional scale in order to ensure safe and uninterrupted transport of goods following simplified and convenient procedures;

– Take charge and cooperate with the Ministry of Health, relevant Ministries, central authorities, provincial governments and agencies in providing guidelines for regulations on delivery and transport amid Covid-19; submit a report to the Prime Minister in September 2021.

b) The Ministry of Industry and Trade shall take charge and cooperate with relevant Ministries, agencies and provincial governments and units in performing the following tasks:

– Enhance market surveillance; ensure balance of important, essential supplies and goods; prevent acts of taking advantages of the pandemic to increase prices.

– Enhance provision of information about the market, demands of countries for export, import of goods; assist enterprises, cooperatives and household businesses in participating in online trade promotion programs; connect supplies and demands, organize digital fairs; keep assisting provincial governments in boosting sale of agriculture products in the domestic market and expand export to markets with large fiscal space.

c) The Ministry of Agriculture and Rural Development shall:

– Take charge and cooperate with the Ministry of Industry and Trade, provincial governments, trade associations in preparing statistics about production, consumption, operation of processing enterprises and cooperatives, and household businesses in the fields of agriculture, forestry, aquaculture; promptly implement measures for preventing disruption of production; maintain supply and consumption, especially food, essential consumer goods during social distancing.

– Take charge and cooperate with the Ministry of Industry and Trade in proposing measures for assisting enterprises, cooperatives and household businesses in converting to manufacture and distribution of agriculture products in the form of future orders in order to supply for the domestic market and export through estimation of production, product quality and sale association.

d) The Ministry of Finance shall request General Department of Customs to:

– Apply Article 50 of the Law on Customs 2014 on customs procedures for goods serving emergency needs in order to quickly grant customs clearance to goods that are aids, donations from foreign countries or goods imported by domestic organizations and individuals for donation to the Government, the Ministry of Health, the People’s Committees of provinces, Fatherland Front Committees of provinces for epidemic control, medical examination and treatment.

– Allow enterprises, cooperatives and household businesses to submit scanned documents that are certified with digital signatures instead of physical documents that are original documents, notarized copies, certified true copies according to regulations of Ministries and agencies in order to eliminate bottlenecks in customs clearance; cooperatives and household businesses shall submit physical documents for inspection after customs clearance is granted.

– Instruct provincial departments and sub-departments of customs to provide adequate resources to grant customs clearance continuously and safely to meet the need of manufacturers and processors of components in the fields of electronics and high technology, enterprises, cooperatives and household businesses importing essential goods serving disease control and treatment, healthcare food and children milk.

dd) State Bank of Vietnam shall instruct and supervise credit institutions implementing resolving difficulties of loans taken by traders, enterprises, cooperatives and household businesses that purchase, store rice, especially those in the Mekong Delta.

e) Provincial governments shall:

– Cooperate with enterprises, cooperatives and household businesses in formulating uniform plans and conditions for organization of business operation, adaptation to local epidemic situation; make decisions and take responsibility for permitting enterprises, cooperatives and household businesses to resume business operation after they have satisfied conditions for epidemic prevention and control; avoid total shutdown of factories, cooperatives and household businesses but safety must be ensured; mobilize all available resources, especially public-private cooperation to support employees in enterprises, cooperatives and household businesses, contribute to assurance of social security and safety for these employees.

– Assess capacity of enterprises, cooperatives and household businesses of safety and prevention against Covid-19 when applying “One route, two destination”, “Three-on-spot”, Three together” models and suitable models that can be applied when safety is assured in their areas.

– Creatively and flexibly apply good methods and effective models to local economy; promptly report to National Steering Committee for Covid-19 Control and Special Working Group of the Prime Minister about resolution of difficulties for enterprises and people affected by Covid-19 in order to resolve new difficulties that arise.

– Focus on elimination of bottlenecks and disruption of the supply chain and transport of goods due to unreasonable implementation of regulations on Covid-19 prevention and control; comply with regulations and instructions of central authorities; Do not require sub-licenses or impose conditions that obstruct circulation of goods; prevent corruption and increase of costs incurred by enterprises, cooperatives and household businesses.

– Strengthen cooperation of organization of trade, connection of supply and demand, assisting enterprises, cooperatives and household businesses in advertising, introducing products, boosting sale, especially agriculture products.

3. Reducing of costs, resolving financial difficulties and cash flow for enterprises, cooperatives, household businesses

a) The Ministry of Labor, War Invalid and Social Affairs shall:

– Take charge and cooperate with other Ministries and authorities in proposing to competent authority and Standing committee of the National Assembly promulgation of policies on reduction of social insurance premiums or assistance from short-term surplus of the social insurance fund in order to provide timely assistance for workers, enterprises, cooperatives, household businesses and other employers in September 2021.

– Instruct Vietnam Social Security to, in September 2021; propose exemption of fines for late payment of social insurance premiums that are due in 2020 and 2021.

b) The Ministry of Transport shall:

– In September 2021, take charge and cooperate with relevant Ministries and authorities in making decisions or requesting competent authorities to make decisions on prices for air transport services in order to assist airliners affected by negative impacts of Covid-19.

– Require sea transport enterprises to publish their prices; strengthen state management of sea transport enterprises to prevent them from taking advantage of Covid-19 situation to unreasonably their service prices and thus increase the burdens to enterprises, cooperatives and household businesses; Take charge and cooperate with the Ministry of Industry and Trade, relevant associations and units in improving the capacity of negotiation and transparency of sea transport charges and surcharges.

c) The Ministry of Industry and Trade shall take charge and cooperate with the Ministry of Finance and relevant authorities in organizing implementation of the Government’s Resolution No. 97/NQ-CP dated August 28, 2021 on reduction of electricity prices (5th time) as per regulations; ensure conformity, eligibility and prevent abuse of policies for personal gain.

d) The Ministry of Finance shall:

– Promptly implement policies on deferral, reduction of taxes, fees, charges and land rents after they are promulgated by competent authorities; implement policies on preferential taxes on imports serving Covid-19 prevention and control after they are ratified by the Government.

– Propose to the Government and the Prime Minister deferral of excise tax on motor vehicles that are domestically manufactured or assembled to the end of 2021; evaluate impacts to consider reduction of registration fees for motor vehicles that are domestically manufactured or assembled for a certain period of time according to Covid-19 situation.

dd) The Ministry of Culture, Sports and Tourism shall take charge and cooperate with the Ministry of Justice, relevant Ministries and authorities in reducing 80% of deposits payable by travel agencies until the end of 2023; shortening the time for refund of travel deposits from 60 days to 30 days.

e) The Ministry of Natural Resources and Environment shall:

– Take charge and cooperate with the Ministry of Finance and the Ministry of Justice in submitting a report to the Government in September 2021 on deferral of fees for grant of rights to mineral extraction payable by enterprises, cooperatives and household businesses extracting minerals in accordance with tax administration laws.

– Submit a report in September 2021 on application of post-inspection of environment-related procedures and licensing during the outbreak of Covid-19; permission of licensing on the basis of document inspection and consent of local specialized authorities without inspection visits at facilities, enterprises, cooperatives and household businesses. Inspection shall be carried out after Covid-19 is put under control in each area; promptly revoke licenses from enterprises, cooperatives and household businesses that operate against the law.

g) The Ministry of Justice shall take charge and cooperate with other Ministries, authorities and provincial governments in providing legal assistance, including settlement of labor disputes in business operation as prescribed by law.

h) The State Bank of Vietnam shall:

– Continue to introduce flexible monetary policies in association with fiscal policies and other macroeconomic policies in order to control inflation, achieve macroeconomic stability, contribute to growth, recovery and development of production and business; encourage credit institutions to cut costs in order to continue reducing interests on existing loans and new loans with an aim to support production and business.

– In September 2021, introduce policies on debt restructuring, exemption and reduction of interests and fees, debt category retention for borrowers affected by Covid-19 towards expansion of eligible beneficiaries, scope and duration according to the Covid-19 situation.

– In September 2021, take charge and cooperate with relevant Ministries and authorities in making decisions or requesting competent authorities to make decisions on credit assistance for airliners in order to ensure liquidity, ensure adequate resources for maintenance and development.

i) Vietnam General Confederation of Labor shall:

– Consider exemption of trade unions fees for trade union members in enterprises and cooperatives affected by Covid-19 in 2021 and 2022 in order to help employees overcome difficulties, strengthen their attachment to the enterprises and cooperatives.

– Propose to Standing Committee of the National Assembly reduction of trade union contributions by enterprises and cooperatives affected by Covid-19 in 2021 and 2022 following simplified procedures.

– During the process of amending the Law on Trade Union, study impacts to consider reduction of trade union contributions.

– Propose practical solutions for helping employees, enterprises and cooperatives overcome the difficulties caused by Covid-19.

k) Provincial governments shall:

– In consideration of capacity of provincial government budgets and voluntary contributions from organizations and individuals to Covid-19 prevention and control; decide whether to cover all or part of the costs of testing employees of local enterprises, cooperatives and household businesses for Covid-19 via testing laboratories.

– Consider reducing the fees for use of infrastructure and public facilities in border checkpoint areas, Class I and Class IA seaports payable by exporting and importing enterprises, cooperatives and household businesses according to Covid-19 situation; defer collection of fees at these border checkpoint areas and seaports where fees have not been collected in order to reduce the costs incurred by enterprises, cooperatives and household businesses.

4. Facilitation in terms of labor and experts

a) The Ministry of Labor, War Invalid and Social Affairs shall:

– In September 2021, instruct provincial governments to remove certain conditions for issuance, extension, certification of work permits for foreigners who work in Vietnam in the new situation, as long as safety and prevention against Covid-19 are ensured. To be specific:

+ Point a Clause 3 Article 3 of Decree No. 152/2020/ND-CP shall be implemented as follows: The foreign worker shall have a bachelor’s degree or higher or an equivalent qualification and at least 3 years’ experience corresponding to the job position to be held by him/her in Vietnam.

+ Point a Clause 6 Article 3 of Decree No. 152/2020/ND-CP shall be implemented as follows: The foreign worker has been trained in technical field or another major for at least 01 year and have at least 03 years’ experience corresponding to the job position to be held by him/her in Vietnam.

+ Point b Clause 4 Article 9 of Decree No. 152/2020/ND-CP shall be implemented as follows: Proof as an expert, technical worker as prescribed in clauses 3, 6 Article 3 hereof, including: diplomas, certificates, certification issued by the foreign agency, organization, enterprise in respect of the number of year’s experience of the expert or technical worker, or the issued work permit as proof of experience.

+ Point d, Clause 3 Article 8, Clause 7 Article 9, Clause 5 Article 17 of Decree No. 152/2020/ND-CP shall be implemented as follows: A valid copy of the passport as prescribed by law.

+ Allow foreign workers who have unexpired work permits to be assigned, seconded to other provinces within a period of not exceeding 06 months; the employer of the foreign worker shall report to the labor authority of the area to which the foreign worker is assigned without having to apply for another work permit.

– In September 2021, following simplified procedures, propose to competent authorities that enterprises and cooperatives are permitted to negotiate with their employers to increase monthly overtime hours according to adapt to Covid-19 situation, provided it does not exceed 300 hours/year.

– In September, following simplified procedures, take charge and cooperate with other Ministries and authorities in proposing amendments to the Government’s Resolution No. 68/NQ-CP dated July 01, 2021, Decision No. 23/2021/QD-TTg dated July 07, 2021 towards lifting restrictions, simplifying procedures, including more eligible beneficiaries and reducing the time needed to process applications, enable workers and employers to receive aids.

b) In September 2021, the Ministry of Health shall provide instructions on safe quarantine for uniform implementation by provincial governments in order to facilitate receipt of workers from other provinces.

c) The Ministry of Foreign Affairs shall:

– Continue “vaccine diplomacy”; urge suppliers to adhere to commitments in terms of quantity and time, early transfer of Covid-19 vaccine and drug production technology, provision of medical equipment and biologicals.

– In September 2021, take charge and cooperate with other Ministries, authorities and provincial governments in proposing to the Prime Minister application for the special mechanism for epidemic control upon entry in some special cases while ensuring safety and prevention against Covid-19.

– Accelerate the process of negotiation and mutual recognition of “vaccine passports” with other countries, territories and partners in order to reopen the country when possible; submit a report to the Prime Minister in September 2021.

– Take charge and cooperate with officials in Working Group 05, relevant authorities and provincial governments in reviewing procedures, facilitate entry of experts, foreign investors and their family into Vietnam; ensure safety and prevention against Covid-19.

d) the Ministry of Education and Training shall take charge and cooperate with the Ministry of Labor, War Invalid and Social Affairs in providing guidance on qualifications of foreign teachers in short-term training institutions, compulsory education institutions, vocational education institutions and universities towards conformity with international practice, regulations of the Law on Education, the Law on Higher Education and the Law on Vocational Education.

dd) The Ministry of Construction shall take charge and cooperate with the Ministry of Planning and Investment and relevant agencies in proposing to the Prime Minister policies on construction of lodging housing for workers and employees who work in economic zones, hi-tech zones, industrial zones, industrial complexes, agriculture, forestry, aquaculture facilities, etc.

e) Provincial governments shall:

– Uniformly implement regulations on centralized quarantine of inbound passengers as instructed by the Ministry of Health.

– Find solutions for assisting local enterprises in attracting workers to industrial zones, economic zones, agriculture, forestry, aquaculture facilities; develop job creation plans for workers who returned from other provinces; contribute to assurance of social security for workers, social safety and order.

IV. ORGANIZATION OF IMPLEMENTATION

1. Ministers, heads of ministerial agencies, heads of governmental agencies, Presidents of the People’s Committees of provinces, within the scope of their functions and duties, shall:

a) Directly give instructions, promptly and effectively organize the implementation of this Decree; emphasize personal responsibility of leaders; promptly commend and reward people who take initiatives and responsibility, who express innovation, creativity and flexibility in Covid-19 prevention and control; combine with removal of bottlenecks to operation of enterprises, cooperatives and household businesses; disseminate information and instructions, encourage the people enterprises, cooperatives and household businesses to comply with regulations; impose severe penalties for disobedience; prevent and forbid corruption.

b) Order suspension, delay of unnecessary inspections of enterprises, cooperatives and household businesses in the 2021’s plan and carry them out when appropriate after Covid-19 is put under control.

c) Take responsibility for prompt and effective performance of assigned duties; frequently inspect and supervise the implementation of this resolution.

d) Assign persons in charge of resolving difficulties of enterprises, cooperatives and household businesses within their management or request competent authorities to resolve.

dd) Take serious actions against officials who harass or cause difficulties to enterprises, cooperatives and household businesses.

e) Submit policies on resolving difficulties for enterprises, cooperatives and household businesses to the Ministry of Planning and Investment for consolidation and reporting to the Government and the Prime Minister.

2. Vietnam Cooperative Alliance, Vietnam Chamber of Commerce and Industry, Vietnam Association for Small and Medium Enterprises, other enterprise associations and trade associations shall find out about difficulties and proposals of enterprises, cooperatives and household businesses and submit them to competent authorities for consideration and submission to the Ministry of Planning and Investment.

3. Organizations, enterprise associations, trade associations, cooperative alliances shall continue playing their roles in assisting member enterprises, cooperatives and household businesses; protect their lawful rights and interests; strengthen connection, information sharing, trade promotion, investment, training, counseling, assistance for enterprises, cooperatives and household businesses to overcome their difficulties and develop business operation.

4. The Ministry of Planning and Investment shall:

– Take charge and cooperate with Office of the Government relevant Ministries, authorities and provincial governments in inspecting and supervising the implementation of this Resolution; promptly report new issues to the Government and the Prime Minister.

– Summarize and assess the implementation of this resolution by the end of 2021; submit a report to the Government and the Prime Minister in January 2022.

5. Enterprises, cooperatives and household businesses are encouraged to express patriotism, bravery, aspiration, talents and independence to overcome difficulties, develop production and business, achieve sustainable development; cooperate with the authorities and the people in fighting the pandemic and achieve socio-economic development objectives.

6. Difficulties that arise during the implementation of this resolution beyond the jurisdiction of Ministries, central and provincial authorities shall be reported to the Government, the Prime Minister and competent authorities as per regulations.

V. EFFECT

1. This Resolution comes into force from the day on which it s signed.

2. Ministers, heads of ministerial agencies, heads of governmental agencies, Presidents of the People’s Committees of provinces are directly responsible to the Government and the Prime Minister for the implementation of this resolution./.
